Kentucky State Police Promotes 30 Officers

(Frankfort, KY) - The Kentucky State Police announced the promotion of 30 officers at a ceremony held today in Louisville. One lieutenant colonel, three majors, five captains, five lieutenants and 16 sergeants were commissioned.

Major Mitchell Bailey, a native and resident of Campbellsville, Ky., was promoted to lieutenant colonel and transferred from command of the KSP West Troop to the Commercial Vehicle Enforcement Division as director. Bailey is a 23-year veteran of the agency.

Capt. Ricki Allen, a native and resident of Bremen, Ky., was promoted to major and transferred from KSP Post 16 in Henderson to the KSP Forensic Laboratory Troop in Frankfort. Allen is a 17-year veteran of the agency.

Capt. Cary Cross, a native of Glasgow, Ky. and resident of Canada, Ky., was promoted to major and transferred from KSP Post 14 in Ashland to the KSP East Troop in Frankfort. Cross is a 24-year veteran of the agency.

Capt. William Payton, a native of Horse Cave, Ky. and resident of Cave City, Ky., was promoted to major and transferred from KSP Post 3 in Bowling Green to the KSP West Troop in Frankfort. Payton is a 17-year veteran of the agency.

Lt. John Blanton, a native and resident of Salyersville, Ky., was promoted to captain and transferred from the Employee Assistance Branch to KSP Post 16 in Henderson as commander. He is an 18-year veteran of the agency.

Lt. Phil Crumpton, a resident of Shelbyville, Ky., was promoted to captain and transferred from the Public Affairs Branch to KSP Post 3 in Bowling Green as commander. He is a 17-year veteran of the agency.

Lt. David Hay, a resident of Winchester, Ky., was promoted to captain and transferred from KSP Post 12 in Frankfort to KSP Post 14 in Ashland as commander. He is a 14-year veteran of the agency.

Lt. Howard Logue Jr., a native of Harrodsburg, Ky. and resident of Richmond, Ky., was promoted to captain and will serve as commander of the Communications and Computer Technologies Branch in Frankfort. He is an 18-year veteran of the agency.

Lt. Scott Miller, a resident of Lexington, Ky., was promoted to captain and transferred from the Legal Services Branch to KSP Post 13 in Hazard as commander. He is a 10-year veteran of the agency.

Sgt. John Clark, a native of Brownsville, Ky. and a resident of Bowling Green, Ky., was promoted to lieutenant. A 10-year veteran of the agency, he will remain assigned to KSP Post 3 in Bowling Green.

Sgt. Brandon Hammers, a native of Rochester, Ky. and a resident of Lancaster, Ky., was promoted to lieutenant. A 14-year veteran of the agency, he will remain assigned to the KSP Aircraft Branch.

Sgt. Micky Hatmaker, a native of Pineville, Ky. and a resident of Middlesboro, Ky., was promoted to lieutenant. He is a 14-year veteran of the agency.

Sgt. John Taylor, a native of Middlesboro, Ky. and a resident of Lexington, Ky. was promoted to lieutenant. A 14-year veteran of the agency, he will remain assigned to KSP Post 6 in Dry Ridge.

Sgt. John Yates, a native of Glasgow, Ky. and a resident of Mt. Vernon, Ky., was promoted to lieutenant and transferred from the KSP Communications and Computer Technology Branch to the Supply Branch. He is a 13-year veteran of the agency.

Trooper Michael Carnahan, a native of Louisville, Ky. and a resident of Lawrenceburg, Ky., was promoted to sergeant and transferred from KSP Post 12 in Frankfort to the Electronic Crimes Section of the KSP Communications and Computer Technology Branch. He is a 20-year veteran of the agency.

Trooper Christian Feltner, a native of Hyden, Ky. and a resident of Walton, Ky., was promoted to sergeant and transferred from KSP Post 6 in Dry Ridge to KSP Post 7 in Richmond. He is a 10-1/2-year veteran of the agency.

Trooper Mark Gillingham, a resident of Elizabethtown, Ky., was promoted to sergeant and transferred from KSP Post 4 in Elizabethtown to KSP Post 10 in Harlan. He is 15-year veteran of the agency.

Trooper Starlin Hacker, a native and resident of McKee, Ky., was promoted to sergeant and transferred from KSP Post 7 in Richmond to the Driver Testing Branch. He is an eight-and-a-half-year veteran of the agency.

Trooper Curtis Hall, a resident of Richmond, Ky., was promoted to sergeant. An eight-year veteran of the agency, he will remain assigned to the KSP Academy Branch in Frankfort.

Trooper Derris Hedger, a native of Mason Co., Ky. and a resident of Owenton, Ky., was promoted to sergeant and transferred from KSP Post 5 in Campbellsburg to the Driver Testing Branch. He is an eight-year veteran of the agency.

Trooper Scott Hopkins, a native of Elkhorn City, Ky. and a resident of Raccoon, Ky., was promoted to sergeant and transferred from KSP Post 9 in Pikeville to KSP Post 10 in Harlan. He is an 18-1/2-year veteran of the agency.

Trooper Kevin Hunt, a native of Greensburg, Ky. and a resident of Burkesville, Ky., was promoted to sergeant. He is an eight-and-a-half year veteran of the agency.

Trooper Cindy Langer, a native and resident of Nicholasville, Ky., was promoted to sergeant and transferred from the KSP East Drug Enforcement Special Investigations Branch to KSP Post 6 in Dry Ridge. She is a 15-year veteran of the agency.

Trooper Jason Lovins, a native of Owensboro, Ky. and a resident of Georgetown, Ky., was promoted to sergeant and transferred from KSP Post 12 in Frankfort to KSP Post 7 in Richmond. He is a 13-year veteran of the agency.

Trooper Aaron Martin, a resident of Ashland, was promoted to sergeant and transferred from the KSP Post 14 in Ashland to the KSP Internal Affairs Branch in Frankfort. He is an eight-year veteran of the agency.

Trooper Jason Newby, a resident of Hopkinsville, Ky., was promoted to sergeant and will remain assigned to KSP Post 2 in Madisonville. He is an eight-and-half-year veteran of the agency.

Trooper Lawrence Newton, Jr., a native of Louisville, Ky. and a resident of LaGrange, Ky., was promoted to sergeant and transferred from the KSP Canine Section to KSP Post 5 in Campbellsburg. He is a 10-1/2-year veteran of the agency.

Trooper Michael Rogers, a native of Lexington, Ky., and a resident of Harrodsburg, Ky., was promoted to sergeant and transferred from KSP Post 7 in Richmond to KSP Post 15 in Columbia. He is an eight-year veteran of the agency.

Trooper Ezra Stout, a native of Tateville, Ky. and a resident of Brandenburg, Ky., was promoted to sergeant and transferred from KSP Post 4 in Elizabethtown to KSP Post 5 in Campbellsburg. He is an eight-year veteran of the agency.

Trooper Michael Williams, a native of Carrsville, Ky. and a resident of Smithland, Ky., was promoted to sergeant and transferred from KSP Post 1 in Mayfield to KSP Post 5 in Campbellsburg. He is an eight-year veteran of the agency.

"These officers are valuable assets who have honed their practical skills from the ground up through classroom studies and real world operations," said Kentucky State Police Commissioner Rodney Brewer. "Their future contributions will help move the agency forward in fulfilling its public safety mission to the citizens of the Commonwealth."

"We also thank the families of these officers," he added. "By its nature, the law enforcement profession often requires sacrifices of family members as well as the officers themselves. Their strength, support and understanding are critical factors in the success of a trooper. Without it, our mission would be much more difficult."
