WHO: Kentucky State Police Commissioner Rodney Brewer, family, friends and agency staff.

WHY: Presentation of promotion certificate to one KSP captain at Post 2 in Madisonville; swearing in of one KSP Arson Investigator from Post 4 in Elizabethtown.

WHY: Presentation of flag to family of David Thomas Childs, a Kentucky State Police Water Patrol Officer who perished along with Trooper James McNeely on April 8, 1972 when their boat was swept over a dam on the Kentucky River near Lock 4 in Frankfort, Ky. during a search mission for two children reported missing on a canoe trip.
