Sandy Hook, KY. (May 2, 2020) –After receiving several complaints in reference to animal cruelty, Kentucky State Police Troopers were able to obtain a search warrant for the non-profit animal shelter, Trixie Foundation, in Sandy Hook, KY. Troopers were able to seize 90 dogs due to the poor living conditions and for unsatisfactory care given to the animals. Randy Skaggs, 68 years of age, of Sandy Hook, was cited for Disposal Methods Requirements (Dead Animals) twelve counts. More charges are pending awaiting veterinarian records. Kentucky State Police was assisted by Kentucky Department of Agriculture, Elliott County Animal Control Officer and Judge Executive Myron Lewis. This case remains under investigation by Kentucky State Police, Post 8 Morehead.
