Two Morgan County men arrested on Rape and Incest Charges

(Morehead, Ky.) -- The Kentucky State Police in Morehead have arrested two Morgan County men on Rape and Incest charges.

Howard L. Ross, age 49 of Wheel Rim Road, Hazel Green, KY was arrested and charged with 28 counts of Rape First Degree (Victim Under 12), 15 counts of Rape First Degree, 25 counts of Incest (Victim Under 12), and 15 counts of Incest (Forcible Compulsion).

Billy R. Ross, age 45 of Wheel Rim Road, Hazel Green, KY was arrested and charged with 18 counts of Rape First Degree (Victim Under 12), 6 counts of Rape First Degree, 16 counts of Incest (Victim Under 12) and 4 counts of Incest (Forcible Compulsion).

Both subjects were lodged in the Johnson County Jail and the incident remains under investigaton by Detective Donnie McGraw.
