Knott County Fugitive Arrested

(Hazard, KY) -- On Tuesday, September 10, 2013, at approximately 1:50 p.m., officers with Kentucky State Police, Commercial Vehicle Enforcement, and Knott County Sheriff's Department converged on a residence in the Mousie community of Knott County. Officers were there after receiving anonymous tips that Rocky Wicker Jr. was observed at this location. Knott County Deputies were the first to arrive, and observed Rocky Wicker Jr., standing in the yard. Mr. Wicker fled from the residence, on foot, into a weeded field, and toward a creek. Deputies gave chase on foot, and located Rocky Wicker Jr., in the creek. He was not immediately compliant, but soon surrendered without further incident. Deputies located two handguns in Rocky Wicker Jr's possession, but advised that he did not attempt to use the guns during this arrest. Wicker Jr. was charged with fleeing or evading police 1st degree, possession of a controlled substance 1st degree, resisting arrest, and two counts of a convicted felon in possession of a handgun, for the incident today. He was additionally served with several pending warrants, including probation violation, and for pending charges in Indiana. The Knott County Sheriff's Department is continuing this investigation.
The apprehension of Rocky Wicker Jr. comes after the shooting of a Probation and Parole officer, who was attempting to locate Mr. Wicker in Mousie, yesterday.

Probation and Parole Officer Shot in Knott County

(Hazard, KY) -- On Monday, September 09, 2013 at approximately 1:05 p.m., Kentucky State Police Post 13 in Hazard received a call of a shots fired complaint in the Mousie community of Knott County. Officers with KSP, CVE, Knott County Sheriff's Department, as well as Trans Star Ambulance EMS responded to KY 550, and located a male subject that had been shot in the arm. He was transported to the Hazard ARH Medical Center for treatment of his injuries.
It was determined that officers with state Probation and Parole were in Mousie, attempting to serve a warrant on Rocky Wicker Jr. Officers went to the residence of Rocky Wicker Sr., where they observed a male subject there. Officer Brian Melvin, approached the residence to speak to the subject, when the man, Rocky Wicker Sr., opened fire on Melvin, striking him in the arm. Wicker also reportedly fired additional shots at the state vehicle that was occupied by three other Probation and Parole Officers. Officer Melvin returned fire, but Mr. Wicker was not injured. The four P&P officers were able to flee on foot, to the Mousie Post Office, where they called 911. The other officers had minor injuries, but none appeared to be from gun shots.
Rocky Wicker Sr., age 59 of Mousie, was located at his residence upon arrival by law enforcement officers, and was taken into custody without further incident. He was charged with four counts of attempted murder of a Police Officer and four counts of wanton endangerment 1st degree. He is currently lodged in the Kentucky River Regional Jail. Rocky Wicker Jr. was not located, and remains at large, with active warrants against him. Anyone with assisting information concerning Rocky Wicker Jr. is encouraged to contact KSP or other local law enforcement. This incident remains under investigation by KSP Post 13 detectives.
