Garrard Child Killed as She Ran Across the Hal Rogers Parkway

(LONDON, KY.) - On Wednesday, February 19, 2014 at approximately 6:50 PM, the Kentucky State Police Post 11, London received a report of a single-vehicle traffic crash involving a pedestrian at the 22-mile marker on the Hal Rogers Parkway in Clay County.

Upon arrival Accident Reconstructionist Trooper Delzie Kelly determined that a 2006 Volvo commercial vehicle operated by Durwin Hopkins, 56, of Corbin was traveling westbound around the 22-mile marker when he struck a female juvenile pedestrian as she was attempting to run across the roadway.

Jasmine Collins, 7, of Garrard was transported from the scene to the Manchester Memorial Hospital where she was later pronounced deceased.

Trooper Kelly is in charge of the investigation and was assisted at the scene by KSP SGT Steve Smallwood, Trooper Jarrod Smith, Trooper Josh Cox, KSP Detective Jeff Senters, Officers with Commercial Vehicle Enforcement, Clay County EMS, Clay County Sheriff’s Office and the Manchester Fire and Rescue.
