Arrest on Arson and Burglary in Greenup County

(Ashland, Ky.) -- The Kentucky State Police in Ashland have arrested a Greenup County, KY resident after conducting an investigation into a suspicious fire at Tara's Car Lot located at 421 Russell Road, Russell KY.
On February 22, 2015 the Kentucky State Police received a request from Russell Fire Chief Billy Salvage to investigate a suspicious fire at Tara's Car Lot. A residential building, which was currently not occupied, the office and vehicles at the business were damaged due to the fire. Troopers and Detectives responded to the scene and began an investigation into the cause of the fire.
During the course of the investigation it was determined Richard J. Andre unlawfully entered the premises with intent to commit a crime. Upon doing so he set a fire at the property causing severe damage to buildings and vehicles.
On February 24, 2015 Richard J. Andre, age 54, of Flatwoods, KY, was arrested lodged in the Greenup County Detention Center and charged with:
- Arson 2nd Degree
- Burglary 2nd Degree
- Tampering with Physical Evidence
The following agencies responded and assisted during the course of the investigation: Russell Fire Department and Russell Police Department.
The case is still under investigation by Detective Jason Greene.
