Kentucky State Police Investigate Assault On I-64

(Woodford County, KY) - On Monday, March 28, 2016, a Trooper from Post 13 Trooper Jeffrey McWhorter, was on his way home from In-Service training in Frankfort. Trooper McWhorter saw a vehicle pulled off the right shoulder of Interstate 64 near the 63 mile marker when he observed a male subject attempting to pull a female out of the passenger side of an SUV. Trooper McWhorter then observed the male subject out of the car and on top of the female choking her. The male subject saw the Trooper then turned to him. Trooper McWhorter saw a knife in the male's hand and drew his Taser. After giving the male subject several verbal commands to drop the knife and get on the ground the Trooper deployed his Taser. After detaining the male Trooper McWhorter tended to the female. Woodford County EMS was notified and responded to the scene.
The female was treated at the scene and released by EMS. The male subject suffered a self-inflicted knife wound and was transported to a local hospital.
The male subject, Travis Phillips, age 40, of Frankfort Kentucky, was charged with Assault 4th, Terroristic Threatening 3rd, and Resisting Arrest.
Kentucky State Police was assisted by, Woodford County EMS, and the Versailles Police Department.
The investigation is ongoing by the Kentucky State Police, Post 12.
