KSP Post 6 Dry Ridge Welcomes four New Supervisors

Dry Ridge, KY – KSP Post 6 Dry Ridge Welcomes five New Supervisors:
Sergeant Toby Gardner, a 16 year veteran of KSP, promoted to Sergeant on September 1, 2016, and transferred from Morehead, Post 8 to Dry Ridge, Post 6. He is a resident of Morehead, Kentucky and attended Rowen County High School. He went on to attend Morehead State University where he received a Bachelor's Degree in University Studies. He attended the KSP Academy in 2000 and was assigned to Morehead Post 8. He has received the Post 8 Trooper of the year award in 2005, Post 8 Detective of the year in 2013, and the Commissioner's Commendation two times. He is married to Crystal Gardner and has two sons, Tyler and Bradley.
Sergeant Jay Cottrell, an 11 year veteran of KSP, promoted to the rank of Sergeant on September 1, 2016, and transferred from Morehead, Post 8 to Dry Ridge, Post 6. Sergeant Cottrell is a resident of Morehead, Kentucky and attended Spencer High School in Spencer, West Virginia. He went on to attend Kaplan University where he received a Bachelor of Science degree in Criminal Justice. He severed as a Police Officer for the City of Hopkinsville, Kentucky from 2001 to 2005. Sergeant Cottrell attending the KSP Academy in 2005 and was assigned to Morehead, Post 8. Sergeant Cottrell has served in the US Army Reserves from 1989 to present, where he currently holds the position of Command Sergeant Major of the 633rd Quartermaster Battalion located in Sharonville, Ohio. He is married to Tish Cottrell and has a daughter, Brianna Cottrell.
Sergeant Delzie Kelly, a 13 year veteran of KSP, promoted to the rank of Sergeant on September 1, 2016, and transferred from London, Post 11 to Dry Ridge, Post 6. Sergeant Kelly is a resident of Richmond, KY, and attended Cumberland High School in Harlan County. He received a Bachelor's Degree in Criminal Justice from Eastern Kentucky University. Sergeant Kelly graduated the KSP Academy in 2003, graduating class 81, and was assigned to Dry Ridge, Post 6. While at Dry Ridge he received the DUI award three times, while working in Grant County. He transferred to London, Post 11 in August 2009. He is married to Terri Kelly and has a daughter, Kaley Brockman and a son, Palmer Kelly.
Lieutenant Jerry Handy, a 15 year veteran, promoted to the rank of Lieutenant and transferred from Driver's Testing Branch to Dry Ridge, Post 6 on September 1, 2016. Lieutenant Handy is a resident of Grant County and attended Owen County High School. He served as a Police Officer for the City of Owenton from 1997 to 1999. He then served as an Officer in the City of Dry Ridge before transferring to the Grant County Sheriff's Office from 1999 to 2001. Lieutenant Handy attended the KSP academy in 2001, graduating class 78 and was assigned to Post 6 as a Trooper. He also served Post 6 as the K-9 Handler. He was promoted to Sergeant in 2014 and transferred to Driver's Testing as supervisor. He has received the Trooper Medal for saving the life of a juvenile that had attempted suicide. Lt. Handy is married to Molly Handy and they have four children Ashton, Cale, Abram and Emersyn.
