(Clinton County, KY July 17, 2018) On July 12, 2018 at approximately 5:07 PM CST, Trooper Jordan Carter conducted a traffic stop 1 mile north of Albany on McWhorter Road. 50 year old, Michael Matthew of Albany was operating a 2003 Ford Taurus; he was unable to provide registration for the vehicle. After further investigation Trooper Carter discovered the license plate appeared to have a homemade decal sticker showing it was valid. Matthew was arrested and charged with failure to wear seat belt, no registration plate, no registration receipt, failure to produce insurance card, failure of owner to maintain required insurance 1st offense, operating on suspended or revoked license, display of illegal/altered registration plate, and criminal possession of a forged instrument 1st degree. Matthew was lodged in the Clinton County Jail.
