Kentucky State Police Assist with 114 Arrests of Child Internet Predators

Electronic Crime Branch Received Over 3,000 Cybercrime Tips in 2020

FRANKFORT, Ky. (Dec. 23, 2020) – The Kentucky State Police (KSP) Electronic Crime Branch is a team of sixteen detectives and nine civilians. They have worked tirelessly this year, in conjunction with the Kentucky ICAC Task Force, to respond to over 3,000 cybercrime tips leading to 707 completed investigations resulting in 114 arrests, which is an overall increase from 2019.

While the investigative unit handles a variety of cybercrimes, they partner with the Kentucky Internet Crimes Against Children (ICAC) Task Force to protect the most vulnerable victims, Kentucky’s youth. The ICAC Task Force, which includes several law enforcement agencies in the commonwealth, has received 3,137 cybercrime tips so far this year.

“I want to thank the dedicated detectives and staff of the KSP Electronic Crime Branch and the law enforcement agencies on the ICAC Task Force for being a member of Team Kentucky. The work they do day in and day out is hard, tough and at times can be emotionally draining, but they do important work for Kentucky’s youth to help provide a better and safer state for our children to grow up in,” said Gov. Andy Beshear.

A recent case investigated by KSP’s Electronic Crime Branch and ICAC Task Force involved Paige Cagle, a Lexington woman who was sentenced to 25 years for producing child pornography. The investigation began last year when a Springfield, MO man confessed that he received and possessed child pornography on his cell phone, having received images from Cagle over various messaging applications. Through an intensive investigation, Cagle admitted that she had sexually abused a young child and made videos of the abuse while in Joplin, MO, and three videos of the abuse while in Clark County, KY. She will serve 85 percent of her sentence and will be under the supervision of the U.S. Probation Office for life upon her release.

“We are seeing predators using more sophisticated techniques to connect with young people online, and in some cases, they impersonate a youth around the victim’s age,” says KSP Lieutenant Mike Bowling. “Predators are using online games and social media messaging platforms to draw kids into sexually explicit conversations where they will eventually coach them to share inappropriate photos and videos of themselves.”

Bowling says not all tips lead to an arrest but that they take them all seriously. “Most of us who work in this branch are parents ourselves and I think that drives us to be more diligent. We know that every child is just a ‘click’ away from potentially falling prey to these criminals,” notes Bowling.

The KSP Electronic Crimes Branch would like to make parents aware that one of the best resources they can utilize to help protect and educate their children from online predators is the Netsmartz website. The website has helpful resources, videos and tips for all ages available at no cost.

The ICAC Task Force Program is a national network ​of 61 coordinated task forces representing over 4,500 federal, state, and local law enforcement and prosecutorial agencies. These agencies are continually engaged in proactive and reactive investigations and prosecutions of persons involved in child abuse and exploitation involving the internet.

Hickory, KY. (December 25, 2020) – Kentucky State Police, Post 1 is experiencing major issues regarding calls coming into the dispatch center. Area 911 dispatch centers in the Post 1 district and some in the Post 2 district are reporting outages. Post 1 dispatch is receiving 911 emergency calls from Verizon carriers at this time. If someone is calling in on the AT&T network, it is possible they may not get through. It is possible this issue is being experienced statewide in multiple states in this area.

Post 1 personnel is requesting the public in the Post 1 district who cannot get through by calling 911 to utilize the following phone numbers: 502-395-1698, 502-395-1691, 502-682-0379, 502-682-1025. The public can also call the Mayfield Police Department dispatch line at 270-856-3749 and 270-856-4013.

If you do call in to report an emergency or non-emergency, please be patient with dispatch personnel as Post 1 is receiving all calls at this time. Also, please advise dispatch personnel of your location in so that first responders can respond to the correct location.

Kentucky State Police Requesting Assistance in Locating Escaped Inmate

McDowell, KY. (December 22, 2020) – Kentucky State Police Pikeville Post received a call from McDowell ARH just after 3pm this afternoon stating an inmate had escaped custody while inside of their facility. Robert Lyttle was in the custody of a Kentucky River Regional Detention Center correctional officer while receiving medical treatment at McDowell ARH. Lyttle was able to remove his handcuffs and change his clothes before exiting the building.

Robert Lyttle is 35 years of age, of Hazard, KY. He has black hair, brown eyes, approximately 6’0” tall, and weighs approximately 200 pounds. He was last seen wearing a blue flannel shirt, black sweat pants, black and white athletic shoes, and a tan ball cap. Lyttle was being lodged on charges of Possession of a Controlled Substance 1st Degree 1st Offense (Methamphetamine) and Theft by Unlawful Taking or Disposition Shoplifting.

Kentucky State Police Investigates Missing Person in Pike County

Pikeville, KY. (December 22, 2020) – The Kentucky State Police Pikeville Post is asking for the public’s assistance as part of an ongoing missing person investigation.

KSP Post 9 was contacted on December 21, 2020, in reference to a missing Pike County woman.  The initial investigation indicates that Clara Morgan O’Brien, 39 years old of Fedscreek, KY, last contacted her boyfriend on December 18, 2020. She is described as a white female, 5’10” tall, 140 lbs., with long brown hair and green eyes.

Anyone with information about her location is asked to contact the KSP Pikeville Post at 606-433-7711.

The investigation is ongoing by Post 9 Trooper Sheldon Thomas.

Two People Dead Following Perry County Fire

Viper, KY. (December 21, 2020) – On December 21, 2020, at approximately 5:21 A.M, firefighters with Viper Fire Department responded to a residence on Middle Fork Maces Creek Road. They located what they believed to be two deceased people inside.

An Arson Investigator and Detectives with the Kentucky State Police, Post 13, Hazard, responded to the scene along with the Perry County Coroner. Responding units were able to verify that two deceased people were located inside the home. The deceased’s identity could not be made during the initial investigation.

The remains were transported to the Medical Examiner’s Office in Frankfort for an autopsy. This incident remains under investigation by Detective Chris Collins.

Kentucky State Police Investigating Mayfield Shooting Incident

Mayfield, KY. (December 22, 2020) – Detectives with Kentucky State Police, Post 1 are continuing their investigation into a deadly shooting that occurred at a residence on Smith’s Lane south of Mayfield on Sunday, December 20, 2020. Autopsies were conducted Monday morning at the Western Kentucky Medical Examiner’s Office in Madisonville on the four victims located inside the residence. Preliminary autopsy results show the four individuals all died of gunshot wounds. After further investigation by detectives, it is believed that Kyle M. Milliken, 41 of Mayfield shot his wife, Ashley P. Milliken, 35, and their two juvenile sons before shooting himself.

The investigation is ongoing at this time.
