OWENSBORO, Ky. (March 14, 2017)–Kentucky State Police detectives charged William E. Howard Jr, 48 of Falls of Rough, KY with the murder of 29 year-old Tromain Mackall.
Detectives Believe the Murder Occurred in Daviess County
Mackall, who lived in Ohio County, was reported missing to authorities on July 25, 2016. His body was later located inside a toolbox floating in Spring Fork Creek in Grayson County.
KSP detectives were recently notified by the Kentucky State Police Crime Lab that they were able to successfully link Howard to the murder.
KSP troopers located Howard this afternoon in Brandenburg and arrested him without incident. He has been charged with Murder; Kidnapping (death of victim) and Tampering with Physical Evidence. Howard has been lodged in the Daviess County Detention Center in Owensboro.

UPDATE (11-30-2017): Kentucky State Police detectives arrest a Daviess County man in connection to the Kidnapping and Murder of Tromain Mackall. Detectives charged Christopher S. Hill, 33 of Owensboro with Murder, Kidnapping (victim death) and Tampering with Physical Evidence. Hill was lodged in the Daviess County Detention Center in Owensboro with no bond.
The investigation is on-going by KSP detectives.
