HARTFORD, Ky. (February 19, 2020)—Around 6:35p.m., a Kentucky State Police trooper patrolling I-165 (a.k.a. Wm. Natcher Pkwy) observed a Mitsubishi SUV traveling northbound at 97-miles-per-hour in a 70-mile-per-hour zone.
The trooper stopped the vehicle and on approach observed three young children not restrained in a child car seat. The trooper detected a strong odor of marijuana emitting from the vehicle. The operator, identified as Krislon T. Talbott, 18 of Owensboro was given field sobriety tests. Talbatt was believed to be intoxicated and subsequently arrested. While the trooper was conducting field sobriety tests, he heard a noise coming from the rear of the vehicle. The trooper discovered three more young children asleep in the rear cargo space of the vehicle.
Talbott and two other adult passengers were arrested and taken to the Ohio County Detention Center in Hartford. Social Services took possession of the children.
Talbott was charged by Kentucky State Police with the following offenses:
- Speeding
- Reckless Driving
- Wanton Endangerment-1st, eight (8) counts
- Driving Under the Influence, 1st Degree – (Aggravated Circumstances)
- Failure to Use Child Restraint Device, six (6) counts
- Possession of Marijuana
- Possession of Drug Paraphernalia
- Endangering the Welfare of a Minor, six (6) counts
- Failure to wear seatbelt

- Public Intoxication
- Wanton Endangerment- 1st degree, six (6) counts
- Failure to use Child Restraint Device, six (6) counts
- Possession of Marijuana
Allison Frazier, 20 of Owensboro
- Public Intoxication
- Wanton Endangerment- 1st degree, six (6) counts
- Failure to use Child Restraint Device, six (6) counts
- Possession of Marijuana
- Possession of Drug Paraphernalia
- Endangering the Welfare of a Minor, six (6) counts
- Tampering with Physical Evidence
KSP troopers were assisted by Daviess County Sheriff’s Department and Ohio County Sheriff’s Department. Deputies helped Social Services transport the children. The women were babysitting all six children, who were under five-years-old.
