FRENCHBURG, Ky. (December 6, 2022) – On December 3, 2022, at approximately 6:00 pm, Kentucky State Police, Post 8, Morehead received a call for assistance from the Menifee County Dispatch with a fatal collision. The collision occurred on Hawkins Branch Road in the Means community.

Through the investigation, troopers determined Carmen Lemay, 37 years of age from Mt. Sterling, KY was walking south on Hawkins Branch Road. Pamela Daugherty, 64 years of age from Means, KY was traveling north on Hawkins Branch Road. Ms. Lemay was struck by the vehicle Ms. Daugherty was operating. Carmen was pronounced deceased at the scene by Rowan County Coroner John Northcutt. Kentucky State Police was assisted by Menifee County Sheriff’s Office, Menifee County Fire and Rescue, Menifee County EMS and Rowan County Coroner’s Office. This collision remains under investigation by Kentucky State Police, Morehead.
